It goes something like this:
U = Utilization
B = Boil Minutes
SG = Boil Gravity
U = 8.02e-9 * (B * SG ^ -4.0523) ^ 4 - 1.91599e-6 * (B * SG ^ -4.0523) ^ 3 + 1.021645e-4 * (B * SG ^ -4.0523) ^ 2 + 4.03607504e-3 * (B * SG ^ -4.0523)

Forgot to add that the formula is for this range:
0 <= B <= 112.868

One more thing. Multiply U by 1.14 if using pellet hops.

How does this compare to the formulas in Beer Tools Pro?
I just downloaded Beer Tools Pro and it is showing 48 IBUs for a recipe that was 38 IBUs online.

Choose Session->Utilization to open the utilization algorithm editor. You can select several methods of calculating utilization using this utility. The BeerTools.com formula is listed as 'Fowler' (me). Choose this formula and see what effect it has on the IBU calculation. The recipe on the site may use a combination of formulas if the recipe was posted by a gold member. Look under the 'Individual Hops', to see which formula(s) the author selected.
