Have a 5 gallon batch of beer OG 1.045 pitch the WL830 at 2pm on Sat. No Fermentation as of 11am Temp is at 66 degrees, what do I need to do? ...

start fermentation
You can try to warm it up to about 75F, and swirl it to rouse the yeast.I had one do that and all it took was moving it from my garage fridge to my house.Just the movement started it up.

Liquid Yeast
There is comfort in proofing your liquid yeast. Making a starter the day before ensures that your yeast is viable. Your OG is low enough that there was plenty of yeast to do the job is they are ready to work. I have had enough batches that lagged or did start and had to supplement with dry that I don't chance it any more. I always proof or I don't brew.
